Within the article, they mostly talk about how this is very important to China to create this third stock exchange because of what has been happening within other countries. They are mostly trying to get more people into their country to continue treading towards them. The reason why they are adding the third stock exchange is because of the restrictions the United States is putting on these new tech companies that are based out of China. This to me shows that the United States and China are not cooperating that much anymore and that it seems to me that they are trying to limit each other's powers by either putting restrictions on these companies or by creating new stock exchanges within their own country.
